Will non-woven come off a textured wall later?

Can I hang peel-and-stick over a skim-coated and primed wall?

Once the compound is fully dry, sanded smooth and primed with a cured coat of eggshell or satin paint, yes. Give the paint its full cure time before the adhesive goes on.

What about a plaster wall in an older house?

Sound, smooth plaster takes either material. Cracked or chalky plaster should be sealed with a primer first, and hairline cracks filled, or they show through.

Can I put wallpaper on a textured wall?

It depends on the texture and on the material. Peel-and-stick wallpaper needs a smooth surface: on orange peel or knockdown texture the adhesive touches only the high points, the edges lift within days, and the texture shows through the fabric. Paste-the-wall non-woven is the material for textured walls: the paste fills the low points, and light texture disappears under it. Heavy texture needs a skim coat first, whatever you hang on it.

Which texture is which

Smooth, level 5 drywall or plaster: any material. This is what peel-and-stick is designed for.
Light orange peel, the fine spray texture common in newer US houses: non-woven paste-the-wall hangs well and the texture is invisible from a step back. Peel-and-stick will lift at the edges.
Knockdown, skip trowel, popcorn or sand paint: skim-coat with joint compound, sand smooth, prime, then hang. Without the skim coat every material will telegraph the pattern of the texture.

Skim coating, in short

Two thin coats of all-purpose joint compound with a wide knife, sanded between coats, are enough to flatten orange peel and light knockdown. Heavier texture takes three.
Prime with a wallpaper primer or a PVA primer before hanging. Bare compound absorbs paste unevenly and makes non-woven hard to reposition.
Rented place: skim coating is a change to the wall that most leases do not allow. Non-woven on light texture, or a sample test, is the renter's route.
